Uhhhhh No. VA has started this opportunity also. Read the article, which comes from the Times Dispatch.

    Virginia sales-tax holiday set

    BY MICHAEL HARDY
    TIMES-DISPATCH STAFF WRITER

    Jun 26, 2006

Virginians soon can get a break from paying sales taxes for at least some back-to-school purchases.

During the first weekend in August, buyers of certain goods clothing, footwear or other school items -- will not have to pay Virginia's 5 percent sales tax. The no-tax dates this year are Aug. 4-6.

Thanks to a law passed by the General Assembly last winter, parents, students and all other consumers will enjoy tax-free shopping on each school supply priced at $20 or less and each article of clothing or footwear selling under $100.
    Shoppers may save millions

"We estimate that shoppers will save about $3.6 million during the commonwealth's first sales-tax holiday," Tax Commissioner Janie Bowen said recently.

"This can make a big difference for parents, especially those shopping for more than one child."

Virginia joins 14 other states and the District of Columbia in offering the tax holiday.

The first-weekend-every-August program also is expected to generate big dollars in retail sales.

The legislation was strongly supported by the Virginia Retail Merchants Association, which had seen some Virginia shoppers flocking to neighboring Maryland, North Carolina, Tennessee and Washington to save on purchases before the beginning of school.

    No break on computers

The business group had supported removing the tax on pricey items such as computers, but the General Assembly knocked out that idea because it would cost the state treasury too much.

Billed as a back-to-school holiday, the break actually applies to the items purchased, not their intended use. In other words, anyone buying the tax-exempt products will not have to fork over state and local taxes.

"It's a product-based, not a use-based program," explained Joel Davison, public relations manager for the Virginia Department of Taxation.
    Retailers pay taxes

Additionally, retailers will be able to advertise that at least some of their goods will be tax-free. The businesses will still have to pay the applicable taxes to the state.

"They'll be allowed to advertise the deals on all or certain products 14 days in advance" of the holiday, Davison said.
